Who is paying for the losses? It's borrowed money. I guess Cook County, IL has deep enough
pockets. San Benito County, CA doesn't. We can't be sending our tax money to Michigan!

The “turn-around” of the Keokuk Hospital in Keokuk, Iowa doesn’t seem to be very similar to our system either.
It is a rural hospital. But, as an example of a turn-around, it falls short. 1 1/2 years in, plans to reopen are still in progress.
